Wild West Chili Soup

1 1/2 pounds ground beef
2 medium garlic cloves
2 cans tomato soup
2 cans pinto beans, undrained
3 tablespoons chili powder
1 cup onion, chopped
1 can beef broth
1 cup water
2 cups macaroni, cooked
2 tablespoons vinegar

Brown beef with onion and garlic until tender. Add remaining ingredients and simmer for 30 minutes, stirring occasionally.
